chain 2, work 5sc in the 2nd chain from the hook. sl st
Rnd 1. work 2sc in each stitch around, sl st ‑10sc (work in con­tin­u­al rounds with­out the sl st, I use a mark­er to keep track of the rounds)
Rnd 2. sc in each stitch around ‑10sc
Rnd 3. *sc in the first stitch, 2sc in the next stitch, *Repeat ‑15sc
Rnd 4. sc in each stitch around, ‑15sc
Rnd 5. *sc in the next two stitch­es, 2sc in the next stitch, *Repeat ‑20sc
Rnd 6. sc in each stitch around, ‑20sc
Rnd 7. *sc in the next three stitch­es, 2sc in the next stitch, *Repeat ‑25sc
Rnd 8. sc in each stitch around, ‑25sc
Rnd 9. *sc in the next four stitch­es, 2sc in the next stitch, *Repeat ‑30sc
Rnd 10. sc in each stitch around, ‑30sc
Rnd 11. *sc in the next five stitch­es, 2sc in the next stitch, *Repeat ‑35sc
Rnd 12. sc in each stitch around, ‑35sc

Ruf­fle Trim: With white yarn an H hook, work 3dc in each stitch around. sl st. Fas­ten off

I used con­struc­tion paper inside to make the hat more of a cone shape. I fold­ed the paper into a cone and placed it inside to make it fit inside, then I taped it. With scis­sors, I cut around the edge of the paper, then I used my glue gun and glued it inside the hat.
Pom: Make one Pom to go on top of the hat.

Attach it on top of the par­ty hat. I used a glue gun to attach it to the top of the hat.
Straps: I hook, white yarn, Make 2
chain 45, attach the straps with a slip stitch on the side of the hat, on both sides, then sew it on, or you can attach an elas­tic strap to the insides of the cone by tap­ing it or sta­pling it to the inside of the cone, or make a hole and tie it to the cone.  Elas­tic is best for the lit­tle ones. It stays on bet­ter.
